how to start a server???

Friends please provide a detailed guide on how to make a server.(if possible also provide necessary files).
i have a 256kbps bsnl braodband connection is it enough to run server??? i pay Rs.750/month for this connection, is there any better deal than this for around maximum Rs.800/month???
